Delivery speed tiers (Default + however many priced tiers) are a shared, list-independent setting — add, remove, or resize a tier here and it appears on every price list. Each list still sets its own $ price per tier on its own Pricing page. The same-day cutoff-by-hour grid on Cutoff Times reads its columns from this list too.
Default no-charge window, plus as many priced tiers as needed. Window is stored as whole minutes.
